There are two major stages in the financings that the
Council of Europe Development Bank grants to its borrowers:
1. - The project,
which corresponds to the loan application submitted by the borrower and whose
type, duration and amount must be approved by the Administrative
Council,
2. - The loan
itself, whose financial conditions are negotiated directly between the Bank and
the borrower
This distinction between projects and loans thus corresponds to
two separate sequences of one and the same process, generally known as the
«project cycle», whereby a borrower submits a
request for financing to the CEB, presents a project for appraisal, receives
approval for the project and obtains the disbursement of the corresponding
loan.
 The Bank finances three categories of projects: |

The Individual project (IP) concerns a
single project in a single field of action. |
 |
The Sector-based project (SP) comes under
a national or regional sectorial development programme; it is made up of
several projects in a single field of action, except natural disasters. |
 |
The Multi-project programme (MP) is made
of several projects of limited amount, regardless of the fields involved,
therefore allowing to reach several beneficiaries through a single
borrower. |
 Moreover, it is important to distinguish between two categories
of banking operations proposed by the CEB within the framework of its projects:

loans, paid over either directly to the
borrowers responsible for implementation of the projects (states, local
authorities), or to financial institutions in the case of projects grouping
together several beneficiaries (SMPs). |

guarantees, within the framework of loan
operations carried out by other financing sources. |
