Anti-corruption charter

As a development bank and, what is more, one with a social vocation and placed "under the supreme authority of the Council of Europe", the CEB is committed to respecting the principles of integrity and "good governance" in its operating methods and in the way it conducts its activity.
As such, the Bank attaches great importance to the fight against fraud, corruption and money laundering, not only within the Institution itself but also within the framework of the projects it finances.

   
           

Code of conduct

The purpose of this code is to set out the ethical rules that must govern the conduct of those working for the CEB and help them to abide by these rules, as well as to inform their colleagues, the organs of the CEB and the public of the standard of conduct they are entitled to expect.

   
           
Regulations on a system for the protection of personal data at the CEB
16 May 2008

The CEB keeps a certain amount of personal data (information relating to an identified or identifiable individual *) on staff members, specially appointed officials and third parties. In its capacity as an international financial institution operating under the supreme authority of the Council of Europe, it complies with best practice in governance and, in particular, European standards on the protection of personal data.

* As defined in Council of Europe Convention ETS No 108 of 28 January 1981 (Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data).

The CEB's public information policy is structured around three guiding principles (transparency / responsibility / balance) that correspond to a priority objective: to facilitate the widest possible access to information about the Bank, in conditions that are appropriate to the specific nature of the Institution.

Procurement guidelines

The guidelines detail the principles and methods to be applied when awarding contracts to be financed by CEB loans. Implementing them enables the CEB to meet its fiduciary responsibilities by ensuring that funds are used solely for purposes covered by the loan and that special emphasis is placed on the economic and efficient implementation of the projects it finances. It is recognised that fairness and transparency of public spending are essential to sound governance and sustainability of projects.

   
           
Policy for loan and project financing
June 2006

Basic principles for the selection and implementation of the CEB's investment projects. In particular, the framework sets forth the guidelines given in matters of project financing, on the one hand, by the Bank's Articles of Agreement 1 and, on the other hand, by the different Council of Europe Summits of Head of State and Government. Thus, it successively defines the sectors of action, the financial means of action, the mechanisms for approving loan applications and for managing the stock of projects, the financing and monitoring of projects, the provisions for operating the Selective Trust Account.
These provisions are completed by four implementation documents, namely the "Handbook for the Preparation and Monitoring of Projects", the "Scope of Application of the Selective Trust Account", the "Provisions for the administration of the Selective Trust Account" and the "Loan Regulations".
